Most industry slowed or stopped in the summer before air conditioning was invented. Workers were too slow because of the hot weather.

Jail Life Cycle Cost Study

The Davis County, Utah Jail required a study to determine the most cost effective HVAC system for their facility. REDD performed the detailed Life Cycle Cost Study for the Davis County Jail Project in 1988. Four HVAC technologies were included in the study, namely shutoff VAV with perimeter reduction systems, fan powered VAV systems, VAV reheat systems, and double duct VAV. A VAV reheat system was chosen as its lifecycle cost was found to be at least $45,000 less than the three other options.
